BCE Bearmail 5/22/15

May 22, 2015

Dear BCE Families,

Reminder ~ Just a reminder that there will be no school on Monday.  Enjoy the long Memorial Day weekend and we'll see you back at BCE bright and early on Tuesday!

BCE Carnival ~ Another successful Carnival and Silent Auction is behind us!  What a fun and exciting day it was.  Thank you to our families who attended the Carnival and bid on items from the Silent Auction and a big THANK YOU goes out to all our families who donated their time and energies to working before, during and after the big day to make it such a success.

Family Surveys ~ Please complete our family survey.  The information we get from them is very important and allows us to refine what we do to better support our students and their families.  Hard copies are available in the office and there is a link to the survey on the BCE website as well.

Thank You!

Band Festival ~ I hope many of you had the opportunity to go to the band festival on Tuesday.  What an amazing group of musicians we have in our District.  Thank you Carey Liston for providing such a great foundation for the students at BCE!

Kindergarten Orientation and Tour ~ If you have a child, or know of a child, who will be starting kindergarten in the fall, our final Kindergarten Orientation and Tour is set for next Friday May 29th.  Please call to reserve your spot.

California State Testing ~ Most of our 3rd, 4th and 5th grade students have completed all their state testing.  They did a great job and I was so proud of their stamina and perseverance.  The BCE Way in action!  Well done 3rd, 4th and 5th graders!

Up Coming Dates to Remember

We are already looking forward to next year's bash!

Change in June Parents Club Meeting – We will be meeting Thursday, June 4th rather than June 15th. It will still be at 6:30pm in the Library. As always, free childcare will be provided. https://www.surveymonkey.com/s/TZJTSZK

Band Festival ~ Don't miss our 6th Annual All-District Band Festival in the SLVHS Gym on May 19th at 7pm.  This is a great chance to hear from all of the school bands in our district.  Why don't we host this event in our new theater?  Well, it's because there will be 140+/- students performing in the finale (that's a record for us and you won't want to miss it)!  Come early and support SLV Music Boosters by purchasing a hot dog dinner for $5 from 6-6:45 pm.

Hope to see you there!  Please see attached flyer.

California State Testing ~ Most of our 3rd, 4th and 5th grade students are half way through their online state testing.  Please help your student do their best work by having a healthy breakfast with some protein and make sure they get a good night's sleep.

Upcoming Dates to Remember

  • 5/11 – 5/22 = 3rd – 5th grade California State Testing
  • Saturday 5/16 = BCE Carnival
  • Thursday 5/21 = Family Dinner Night, Taqueria Los Amigos

  • Wednesday 6/10 = NO Early Out
  • 6/11 = Last Student Day, Early Dismissal (12:15 Dismissal for grades 1 – 5)

Attendance Facts:

Missing classes in elementary school sets the stage for problems later.  If students are absent or tardy it is often difficult for them to stay at grade level.  Students who don't read at grade level by the end of third grade are four times more likely to become high school dropouts.

Thank you for supporting your student by getting them to school every day and on time!

Safety Tip of the Week:

As the long hot days of summer approach, please encourage your students to stay hydrated and wear sunscreen.  Just a reminder that while hats can't be worn in class, we encourage our students to wear hats as sun protection when they are outside.

Wishing you all a wonderful weekend.

BCE Bearmail 5/8/15

May 8, 2015

Dear BCE Families,

Thank You! ~ It was wonderful seeing so many of you at Back to School Night yesterday.  The students have worked hard all year and I know how proud they were to show off their work.  Your ongoing support for your students is so important for their continued success.

Thank you Betsy Garties, Parent Club and 4th grade families and friends for making the BBQ such a success.

Thank you Kili Crandall and our Art Masterpiece volunteers for making the Student Art Show such a showcase for our talented students.

Thank you Carey Liston for the fun musical performances.  You can't beat live entertainment, especially when it's our own BCE Bears!

Student Author Fair ~ I hope you had the opportunity to see the work of our amazing student authors.  The Student Author Fair at the Capitola Mall was a great success last weekend and I know you are as proud of them as I am.  Keep up the great writing BCE Bears!

Coins for Nepal ~ BCE is interested in helping victims in Nepal with a "Coins for Nepal" drive to send relief money to the earthquake victims.  Please help by bringing in your coins as often as you like!  There is a collection bin in every classroom and a large one in the office.  This is a great opportunity for our students to help others in need and see how our small individual contributions can become a generous donation when we work together.  Thank you for your support.

GATE Family Night ~ Please find attached an invitation to all parents of GATE students to attend a parent education evening on Wednesday, May 13, 2015 at 6:00-7:30 PM in Room 12, at SLVUSD District Office. The focus of the meeting is on "How to Support your Child in Dealing with Stress and Anxiety" and will be hosted by Debi Bodenheimer and Lynn Chappell.  You do not need to be the parent of a GATE student to attend this event.  Please see the attached flyer for additional information.

4th grade Trip to Cabrillo ~ I had the opportunity to accompany our 4th graders to Cabrillo College today.  Our students were amazing and it was a privilege to introduce them to a college campus and begin opening their minds to all the possibilities available to them.   We have amazing students here at BCE that will change the world!

California State Testing ~ Our state testing window is open!  Our fifth graders completed the state science test this week and next week all our 3rd, 4th and 5th graders will begin the Math and Language Arts portion of the test.  Please help your student do their best work by having a healthy breakfast with some protein and make sure they get a good night's sleep.

Support BCE ~ Just a reminder that there are several ongoing opportunities to support our fine, fine school.  We collect Box Tops for Education all year long.  If you sign up for the Amazon Smile program a percentage of your sale will be donated to BCE and finally, you can sign up for the E-scrip program.  For additional information on all of these great programs please visit our Parent Club web site.

Information and FAQ's regarding Districts transition to 1:1 devices for 6th -12th grades.

Assembly Bill (AB) 1575

AB 1575 specifies that students may not be required to pay fees, deposits, or other charges (such as the costs of supplies) for his/her participation in an educational activity that is an integral fundamental part of a school district's educational program. (See also, District Board Policy 3260.). However, AB 1575 does not prevent schools from offering or recommending supplemental materials for parents to purchase for school or home usage. Furthermore, AB 1575 does not prohibit any fee, charge, or deposit that is otherwise expressly permitted by law.  The sale and lease of laptop computers to parents of students is expressly permitted by California Education Code Section 17453.1.  (See also, District Administrative Regulation 3260.)

Please note that students are not required to bring their own electronic devices to school, SLVUSD will provide ChromeBooks for school use to all students who do not have their own device. We will also assist families in purchasing devices who need assistance.

Frequently Asked Questions

May a school charge students for elective classes or extracurricular activities?

·      No. Schools may not charge fees for participation in classes or extracurricular activities. It does not matter if the class or activity is compulsory or elective. Prohibited fees include required security deposits or required purchases of materials or equipment necessary for participation in the class or extracurricular activity.

Does AB 1575 prohibit any student fees that were previously legal?

·     No. AB 1575 explicitly states that it is "declarative of existing law and shall not be interpreted to prohibit the imposition of a fee, deposit, or other charge otherwise allowed by law." (California Education Code Section 49011(e).) The goal of AB 1575 is to ensure all students' constitutional rights are protected by improving awareness of existing law and providing a means for resolving concerns swiftly and without costly litigation.

May a school charge fees only to those students who can afford them and offer waivers for those who cannot?

·     No. A waiver process based on financial need or inability to pay does not make an otherwise impermissible fee permissible.

Are there any fees that a school may charge?

·     Yes. There are some specific fees, charges and deposits that are legally permissible because they are specifically authorized by state law and not otherwise prohibited by the state constitution. For example, schools may charge for:  optional attendance as a spectator at a school or district-sponsored activity (e.g., attending a school dance); food served to students, subject to free and reduced price meal program eligibility and other restrictions; the cost of replacing school books or supplies loaned to a student that the student fails to return or willfully damages (up to an amount not to exceed $10,000); sale or lease of Internet devices or computers to parents of students within the school district.

For information on other fees authorized by state law:

·      Reference guidance issued by the California Department of Education regarding student fees:  http://www.cde.ca.gov/re/lr/fm/

·      District Board Policy 3260 and Administrative Regulation 3260

May a school request and receive donations from parents and guardians?

·      Yes, of course. Schools, districts, school programs, teachers and coaches can, and do seek, and accept voluntary donations of funds and property. The key point is that the donations must be truly voluntary. A student's participation in a class, program or activity cannot be conditioned upon receipt of a "donation." To avoid any misinterpretations, AB 1575 includes a provision that states that the bill "shall not be interpreted to prohibit solicitation of voluntary donations of funds or property, voluntary participation in fundraising activities, or school districts, schools, and other entities from providing pupils prizes or other recognition for voluntarily participating in fundraising activities." (California Education Code Section 49011(c).)

What can I do if I believe I am being charged an illegal fee?

·      You may raise your concern with school or district administrators and request reimbursement where appropriate. As described above, you now have the option of filing a complaint at your school and seeking reimbursement through the simple Uniform Complaint Process.  The District's complaint procedures as they relate to illegal fees are set forth in Board Policies 1312.3 and 3260.  If you wish to explore all of your legal options, you should consult with an attorney.

Where can I find more information about the legality of specific types of fees?

California's Fiscal Crisis and Management Assistance Team (FCMAT) has posted Guidelines for Student Fees, published by the Tulare County Counsel, on its website: http://wwwstatic.kern.org/gems/fcmat/StudentfeesguidelinesTulareC.pdf.

The BCE Way:  BE RESPECTFUL, BE SAFE, BE RESPONSIBLE

BCE PARENT CLUB EVENT & MEETING REMINDERS:

Open House – We have two amazing events happening at Open House this year on Thursday, May 7th.  Our annual Art Masterpiece show will be presented in the multi-purpose room.  Come on in and view the student's fantastic artwork.  The children and their parent volunteers have been working all year to create artwork inspired by famous artists.  You won't want to miss it.
We will also be sponsoring the annual Open House BBQ  & Bake Sale.  You'll enjoy a tasty BBQ while catching up with community friends.  Fill your belly before heading into the classrooms to see your child's hard work from the year.  All proceeds will benefit the 4th grade students going to science camp next year.  If you are a parent of a current 4th grader, please email bcepc.execs@gmail.com to help volunteer with cooking, tending the register, set up and take down.

Parent Club Meeting – Please note that our May meeting is not on a Thursday, but rather a Tuesday – May 12th.  It was switched due to Open House.  It will still be at 6:30pm in the Library.  As always, free childcare will be provided.  It's just not the same without you, so make everyone happy and stop by.  We will be voting on next year's officers.

BCE Carnival – Can't you just feel the excitement!  You won't have to wait long now, the annual BCE Carnival and Silent Auction are around the corner – just two weeks away!  Be there for the magic on Saturday, May 16th from 10:30 to 3:30.  You'll be able to rock a variety of games, bounce, slide and navigate through houses of extraordinary fun, make a splash in the dunk tank, experience the exhilaration of face painting, capture memories in the photo booth, devour some delicious concessions, show off your hula-hooping skills, throw & kick some balls, blow bubbles, and much much more!

Carnival Volunteers - We need you!  You know you don't want to let down your teacher.  Please sign up with your child's teacher on the orange sheet posted outside his/her door.  You are more than welcome to sign up for more than one timeslot even for another teacher.  If you would rather help with the Silent Auction, the BBQ, a bounce house, or roam to where help is needed at the moment, please email Tammy Schultz at bcepc.execs@gmail.com

The Flyer Process for San Lorenzo Valley Unified School District is posted on the "home" page of the District website at www.slvusd.org.   The flyers and/or blurbs are no longer inserted into the school newsletters or distributed to the children.  The District is making an effort to reduce the amount of paper that is sent home with your child(ren) and is working together to streamline the newsletter so that you read about the most important information regarding your child's school.  The District has created a website where all of the approved flyers will be posted (Community Opportunity).
